The number in red next to a waiver wire gem indicated the percentage of a "blind bid" budget used in some leagues to award free agent pickups. If your league does not use blind bid waivers, consider the number a way to rank the quality of waiver wire additions.

Quarterback Upgrade
QB Jacoby Brissett, MIA - (waiver wire: 1% in very deep/2QB/Superflex) - Brissett got the start in Week 9 when Tua Tagovailoa couldn't go because of his broken finger. He was mediocre, but will likely have value in Week 10 because the Dolphins play on Thursday and Tagovailoa is unlikely to be ready.
QB Justin Fields, CHI - (waiver wire: 15-30%) - Fields was finally unleashed as a downfield passer and all but led his team to a road win at Pittsburgh. The Bears lost but this game gives more hope for Fields as a franchise quarterback and as a fantasy-relevant quarterback this year than any to date.
QB Justin Herbert, LAC - Herbert willed the Chargers to a win against the woeful Eagles pass defense and helped fantasy teams win in Weird Week 9 in the process. Next, he'll face a tired Vikings defense that Lamar Jackson outlasted.
QB Taysom Hill, NO - (waiver wire: 25-50%) - Hill looked good on his two pass attempts, but Sean Payton stuck with Trevor Siemian and it almost worked out. It's possible that the Saints go with a two-quarterback rotation and Hill remains a change of pace, but we already know that he can be a top 10 fantasy quarterback when he starts, so he shouldn't be on the waiver wire.
QB Matt Ryan, ATL - (waiver wire: 12-25%) - Ryan was successful throwing over the top of the Saints defense and didn't seem to be affected by the loss of Calvin Ridley. He has a favorable schedule over the next month and could be a borderline fantasy QB1 with the Falcons running game sputtering.
QB Mike White, NYJ - (waiver wire: 10-20%) - White left with an arm injury that shouldn't affect his Week 10 availability. He looked sharp during his limited time in the game, and Josh Johnson showed that this pass offense can create fantasy value, albeit with help from a game script that had the Jets playing from behind. That should be the norm for them going forward.
Quarterback Downgrade
QB Josh Allen, BUF - Allen got the cover 2 shell treatment from the Jaguars to induce him to take what the defense would give him, and instead "the other Josh Allen" had the best afternoon of his career, taking part in two takeaways and salting the game away with a sack. Look for other defenses to copy them and limit Allen's upside going forward. The Jets will be up next for Allen and the Bills.
QB Joe Burrow, CIN - Burrow's knack for the big play turned into the knack for the big interception in the loss to the Browns. He is still a fantasy QB1 heading into his bye, as Joe Mixon scored twice on the ground and the Bengals squandered other scoring opportunities in what should have been a bigger day for their offense.
QB Daniel Jones, NYG - (waiver wire: DROP IN 1QB, HOLD IN 2QB/SUPERFLEX) - Jones was a mere caretaker as the Giants defense kept the score low and the game plan was to attack the Raiders poor run defense, showing us how low his floor can be. Jones will face Tampa and Philadelphia in Weeks 11 and 12 in games that should feature the pass, so don't drop him during his bye week in 2QB/Superflex.
QB Mac Jones, NE - (waiver wire: DROP IN 1QB, HOLD IN 2QB/SUPERFLEX) - Jones didn't do much against the Panthers, and he didn't need to as the defense and running game did the heavy lifting. That's going to be the blueprint for the Patriots going forward, so Jones is only a low ceiling QB2/Superflex.
QB Patrick Mahomes II, KC - Mahomes floor and ceiling appear to be getting lower each week as the Chiefs offense seemed to be toothless against a not very imposing Packers defense. The Raiders are up next, and if Mahomes comes up small against them, we might be asking if he is a starter in 1QB leagues.
QB Tua Tagovailoa, MIA - (waiver wire: HOLD) - Tagovailoa missed Week 9 with a broken finger and he's not certain for Week 10. He might not be worth holding in 1QB leagues if you don't need him, but his matchups against the Jets (x2), Saints, and Titans coming up could be streamable.
QB Tyrod Taylor, HOU - (waiver wire: DROP IN 1QB, HOLD IN 2QB/SUPERFLEX) - Taylor had one of the worst interceptions of the year and otherwise added very little to the Texans offense in his return to the lineup. He is worth holding as depth in 2QB/Superflex but his hot start as a fantasy quarterback is a distant memory heading into his bye.
Running Back Upgrade
RB LeVeon Bell, BAL - (waiver wire: 5-10%) - Bell had his best game of the year and scored as the #2 back in the Ravens' committee. He'll be worth a what the heck flex play against the Dolphins on Thursday.
RB Eno Benjamin, ARI - (waiver wire: 3-5%) - Benjamin had a nice 21-yard touchdown run and looked ready to contribute as the #2 running back in Arizona with Chase Edmonds sidelined. James Conner isn't known for his durability, so Benjamin's value could rise quickly.
RB James Conner, ARI - Conner could become a league winner with Chase Edmonds possibly going on injured reserve with a high ankle sprain. Conner is fresh due to limited usage and has already scored 10 rushing touchdowns in nine games, with his first receiving score coming this week.
RB Kenyan Drake, LV - (waiver wire: 20-40%) - Drake had his best receiving day of the season and also had his first game with 100 total yards this year. He has been a good play for three weeks straight with the withering Chiefs defense up this week.
RB DOnta Foreman, TEN - (waiver wire: 10-20%) - Foreman had the fewest touches of any of the Titans' backs, but he also showed the best burst and could have had a big part if he had better lateral agility and handling in the open field. Of the three backs, he's the one that has the best chance to rise above the pack even though he is starting in third place.
RB Devonta Freeman, BAL - (waiver wire: 15-30%) - Freeman scored on a reception and averaged over six yards a carry against the Vikings, asserting himself as the most valuable Ravens running back while Latavius Murray sits. He should be a good Week 10 play with a short rest against the mediocre Dolphins defense.
RB Nyheim Hines, IND - (waiver wire: 15-30%) - Hines was so good against the Jets that it made you wonder why he hasn't been getting used more this year. Marlon Mack being inactive has been key to his weekly value, but perhaps this could change his usage so that he can still be a good play when Mack is active. The Jaguars are up next so Hines will have flex value.
RB Jordan Howard, PHI - (waiver wire: 12-25%) - Howard's no-nonsense downhill running style has been just the tonic that the Eagles offense needed. It might be tougher for him to have success against teams other than the Lions and Chargers, but the Eagles are going to try to make him a big part of their offensive identity going forward.
RB Carlos Hyde, JAX - (waiver wire: 3-5%) - Hyde got 21 carries and was the lead back in a rare Jaguars win because James Robinson was out with a heel injury. It still didn't amount to much for fantasy, but Hyde is at least rosterable until Robinson returns to the lineup.
RB Mark Ingram, NO - (waiver wire: 15-30%) - Ingram wasn't a bust despite the Saints trailing throughout against the Falcons, notching five receptions to help his cause in PPR leagues. He appears to have flex value, with RB2 upside if the Saints can control a game and feed him in the second half. If Taysom Hill gets promoted to starting quarterback, that could also help the running game.
RB Jeremy McNichols, TEN - (waiver wire: 10-20%) - McNichols was in a dissatisfying three-man committee, but he's still the clear receiving back, and the Titans should have to throw more this weekend against the Saints.
RB David Montgomery, CHI - Montgomery was activated despite the team having a Week 10 bye, and he was on the field about as much as any back in the NFL in Week 9. He's healthy and should be a strong RB2 beginning in Week 11.
RB Adrian Peterson, TEN - (waiver wire: 10-20%) - Peterson wasn't impressive against the Rams, but he did get the rushing touchdown and lead the team in carries. He isn't a good play this week against the Saints' tough run defense, but could still get rolling in the second half of the season against a weak schedule.
RB Devin Singletary, BUF - (waiver wire: 15-30%) - Singletary could get a start against the Jets if Zack Moss has been cleared from concussion protocol and he could also be a bigger part of the offense if defenses continue to treat the Bills the way the Jaguars did and induce more runs and short passing with a cover two shell.
RB Rhamondre Stevenson, NE - (waiver wire: 20-40%) - Stevenson had an explosive play in the passing game and went over 100 total yards in his highest volume performance of the year. He gave way to Damien Harris for the one rushing score, but could eventually overtake Harris in value.
RB Javonte Williams, DEN - Williams had the best game of his career as the Broncos finally committed to the run and controlled time of possession against the Cowboys. The Eagles run defense is the tougher side to attack, so we'll see if Pat Shurmur sticks with the run even though the Eagles are maybe the worst pass defense in the league and coming into Week 10 banged up.
Running Back Downgrade
RB Chase Edmonds, ARI - (waiver wire: DROP ) - Edmonds suffered a high ankle sprain in Week 9 and may go on injured reserve.
RB Khalil Herbert, CHI - (waiver wire: DROP) - Herbert was good while David Montgomery was out, but not good enough to force a committee, at least not in the coach's eyes. He's still an injury upside hold behind Montgomery, but with a bye this week, his roster spot might be better used on a back whose value can grow this week.
RB Zack Moss, BUF - (waiver wire: HOLD) - Moss left the game with a concussion and may not play in Week 10. He's still a hold in typical leagues because the Bills may be forced to rely more on the running game and short passing game if teams continue to defend them the way the Jaguars did.
RB James Robinson, JAX - (waiver wire: HOLD) - Robinson missed Week 9 with a heel injury, but it was also clear just how much he adds to the offense with the running game stalling out despite the Jaguars getting their second win of the season.
RB TySon Williams, BAL - (waiver wire: DROP) - Williams might have the most juice of the Ravens backs, but the team just isn't interested in trusting him over the veterans on the roster.
Wide Receiver Upgrade
WR Brandon Aiyuk, SF - (waiver wire: 25-50%) - Aiyuk had a big game and fully re-established himself as a key part of the 49ers passing game. The team also stuck with him after a bad fumble that contributed to the game slipping away from them. He has proven he has his 2020 weekly ceiling again, let's see if he can keep it up against the Rams.
WR Keenan Allen, LAC - Allen resumed his role as a high percentage target magnet for Justin Herbert in the win over the Eagles. He is primed for a big second half with defenses more focused on Mike Williams.
WR Rashod Bateman, BAL - (waiver wire: 15-30%) - Bateman could cede some snaps and targets to Sammy Watkins as early as this week, but it's clear that he has a decent-sized role in one of the most exciting pass offenses in the league. He shouldn't be on the waiver wire.
WR Odell Beckham, FA - (waiver wire: 25-50%) - Beckham's situation has to get better with his release. He and Baker Mayfield just didn't click and it was a low-volume pass offense.
WR Darnell Mooney, CHI - (waiver wire: 20-40%) - Mooney scored twice and his value should be trending up after his bye with Justin Fields finally throwing more downfield.
WR Elijah Moore, NYJ - (waiver wire: 50+%) - Moore had an elite production game against the Colts and it looks like he can be a fantasy star even as a part-time player now that the Jets pass offense has come alive. Garbage time game scripts should abound, now Moore's fantasy teams just need Mike White to remain the starter.
WR Donovan Peoples-Jones, CLE - (waiver wire: 15-30%) - Peoples-Jones is going to be a high variance weekly play, but he will get the deep targets that seem to be much more well thrown to him than they were to Odell Beckham. Consider him a boom/bust WR3/Flex going forward with the Patriots up next.
WR Allen Robinson, CHI - (waiver wire: 20-40%) - Robinson showed signs of life in fantasy leagues as Justin Fields came out of his shell as a passer in the near-upset win at Pittsburgh. Time to pick him back up if he was dropped, even with a bye up this week.
WR DeVonta Smith, PHI - Smith had his turn as the top target for Jalen Hurts and posted a big game in the process. He has only put two good games together once this year, but it's still worth trying him as your WR3/Flex against Denver next week.
Wide Receiver Downgrade
WR Tyler Boyd, CIN - (waiver wire: DROP) - Boyd retreated to the background of the Bengals passing game after his Week 8 outburst, squashing any hope of sustained fantasy value. He hasn't given us reasons to carry him through his bye.
WR Tyreek Hill, KC - Hill doesn't look like the dynamic unstoppable downfield target and slippery fast electric run after catch threat in this hemmed-in Chiefs offense. He's still an every-week start, but we've been waiting a while for another ceiling game.
WR Jarvis Landry, CLE - (waiver wire: DROP FOR 15-30% OR HIGHER) - Landry might be the #1 option among the Browns wideouts, but the low volume passing game is going to spread around so he probably won't have sustained value.
WR D.J. Moore, CAR - Abandon hope all ye who enter the Panthers passing game. Sam Darnold is atrocious and P.J. Walker isn't going to be much better, if at all, so this is what we are going to get with Moore this year.
WR Kadarius Toney, NYG - (waiver wire: DROP FOR 25-50% OR HIGHER) - Toney got as many snaps as Kenny Golladay and Darius Slayton, but none were good plays with the passing game on mothballs as the Giants nursed a lead for most of the game. He's worth holding through the bye unless one of the top waiver options is out there because of the weekly upside he has shown when healthy.
Tight End Upgrade
TE Dan Arnold, JAX - (waiver wire: 10-20%) - Arnold is here to stay in fantasy leagues. He led the team in targets and has averaged 7.5 targets a game over the last four contests. He's a worthy streamer at worst heading into a matchup with the Colts.
TE Tyler Conklin, MIN - (waiver wire: 10-20%) - Conklin has strung together back-to-back five-catch games and looks like one of the more consistent fantasy tight ends outside of the obvious names heading into a matchup with the Chargers that could be high-scoring.
TE Pat Freiermuth, PIT - (waiver wire: 20-40%) - Freiermuth once again made a tough play in the end zone, and he actually scored a second time to build momentum while Eric Ebron sits. The rookie should remain the primary receiving tight end even after Ebron returns to the field, and he should definitely be in lineups against the Lions this week.
TE Hunter Henry, NE - Jonnu Smith is banged up again and Henry got back into the end zone after a one-week hiatus following a four-week scoring streak. Henry is startable against the Browns this week.
TE George Kittle, SF - Kittle didn't miss a beat in his return from injured reserve and was the best part of the 49ers offense. He's back to being an elite fantasy tight end after disappointing while he was trying to play through a calf injury earlier in the year.
TE Cole Kmet, CHI - (waiver wire: 5-10%) - Kmet had his best game of the year with Justin Fields throwing more downfield and the Bears offense resembling an NFL offense against a tough out in the Steelers defense. Kmet will go on bye this week, but he should be at least a matchup streamer from Week 11 on.
