The 2023 NFL free-agent class has plenty of big names at the skill positions. Those were covered in Part 1 of this series. Now, Part 2 covers the best of the rest with dynasty implications in the offseason and beyond:

QUARTERBACKS

This is a massive list of potential NFL starters on new teams. Combined with an incoming rookie class with, at a minimum, multiple quarterbacks likely to go high in the draft, the 2023 offseason offers plenty of positional churn and veteran bridge options (or fall-back plans if rookies do not develop quickly for Week 1) to provide fantasy starts and clarity next season. All of the above have some level of NFL achievement to point to more starts in the future. With a playoff trip and possible win in the postseason, Heinicke would have built quite a profile from street free agent through 2022.

RUNNING BACKS

DOnta Foreman and Jeff Wilson offer the best combination of age and recent time within a lead role. Latavius Murray is the terminator who cannot be easily killed, repeatedly crashing depth charts in his career for clarified starts. Even well into his 30s, Murray still cannot be counted out in 2023 to crash another depth chart, whether in the offseason or waiting in the wings until an in-season developing situation. James Robinson has lost his luster from being the Week 1 starter in Jacksonville to losing his job, being traded to the Jets, and devolving all the way to a healthy scratch in Week 12. Robinson has been a strong fantasy option in the past but is at a career crossroads both with free agency and the NFL projects he has left to be a relevant part of a depth chart. Alexander Mattison had trade interest before the NFL deadline and is the best combination of profile, pedigree, and projecting the upside from his short bursts of lead role usage in years behind Dalvin Cook. Ronald Jones II has been in a career freezer since exiting Tampa Bay, barely seeing a glimmer of opportunity in Kansas City. Like Mattison, Jones has draft pedigree and a what-if factor despite the signs he is closer to being out of the NFL than reviving a lead role in 2023. Samaje Perine has rewritten his career by developing in Cincinnati after flaming out as a former starter in Washington.
